Acting upon the sanction given to these proposals in Colonial Secretary's letter 8:77-104 February 1862, I accordingly prepared the preliminary Estimate for these services. In carrying into effect the gentlemen of the Committee associated with me decided that it was advisable to modify some portions of the plan as furnished in my Report and Estimate. The boundary Walk was also lengthened at the N.W. and S.E. extremities. An additional fourth batch was decided to be necessary, and the flights of steps were altered and extended in some degree both at the Terraces and S.E. angle. The labour account, exclusive of that furnished by Convicts, as estimated proved insufficient, for it was found that the ground was so much on a mass of Rock beneath that nothing contracting would result unless the whole surface were trenched over or filled in several feet in depth. This work was accordingly proceeded with.
